【摘要】:ThisPASgivesrequirementsandrecommendationsformailscreening,setinthebroadercontextofpostalsecurity.Itistargetedatthoseresponsibleforplanning,deliveringorprocuringmailhandlingandscreeningserviceswithinorganizations,aswellascommercialprovidersofsuchservices.Itspecifiesmeasurestoassistbusinessesandotherorganizationsinidentifyingandminimizingtheimpactofitemsofmailthatrepresentathreat,orcouldotherwisecauseconcernordisruption.Italsoaddressesbroaderpostalsecuritymeasuresaimedatensuringallincoming,outgoingandinternalmailstreamsaremanagedsoastominimizetheriskoflossortheftofvaluableorsensitiveitemsorinformation.ThisPASconcentratesonlettersandsmallparcelsenteringtheorganizationfromanyexternalsource,includingpublic/commercialpostalservices,byhandorbycourierdelivery.WhilstmanyoftheprinciplesdetailedinthePAScanalsobeappliedtoimprovingthesecurityofother,larger-scaledeliveries,thesearenotexplicitlycovered.ThesecurityofelectronicmailandassociatedITsystemsisoutsidethescopeofthisPAS.ThisPASdoesnotproposeasinglestandardofpostalsecurityandscreening.Instead,itsetsouttoassistorganizationsinassessingtheirparticularlevel(s)ofrisk,andselectingandimplementingcommensuratesecuritymeasures.Aseriesofscreeninglevels(1to5)isdefinedintermsofprogressivelymorecomplexscreeningmeasures;thisiscomplementedbyaseriesofphysicalprotectionclasses(AtoD)thatdescribeincrementalphysicalprotectivemeasuresformailroomsandpersonnel.Anotherfactorcontributingtotheoveralllevelofprotectionanorganizationderivesfromitspostalsecuritymeasuresisthelocationofitsmailfacilities.
